25 PER CENT. AND 28 PER CENT.

Sir, —Many people and many newspaper writers condemn, the 25 per cent, exchange rate but apparently fail to realise how closely the 25 per cent, exchange is connected with the 28 per cent, country quota for electoral purposes. So long as the country constituencies have a 28 per cent, preferential voting strength jn«t bo long will the country party be able to maintain the unjust 25 per cent, exchange rate, for the simple reason that tho big landowning and land-speculating and landmortgaging interests dominate lha country constituencies. The 25 per cent, exchange can only be attacked successfully when the 28 per cent, country quota has been abolished. By the way, can someone tell mo what Government introduced this 28 ■ per cent, country quota and what were the reasons for its introduction?—l am, etc.,
