UPPER HOUSE REFORM

LORD SALISBURY'S BILL

KILLED BY GOVERNMENT

LONDON, May 10,

In the House of Lords, Lord Salisbury, replying to tho debate on his Parliamentary Reform. Bill, said that Lord Hailsham's statement on behalf of the Government had killed the measure. . If the Bill passed its second reading he would not ask the House to take it through Committee.

Tho Bill was read a second time by 171 votes to 82.

Lord Hailshani said that constitutional reform had not formed part of the crisis which brought the National Government into being, and was not discussed at the last election. A reform of such magnitude should be introduced by the Government.

It was decided that Ministers should not take part in the division.
