Several dwell,on the significance of the first meeting of the confederation of nations since the Statute of Westminster embodied in,legal form the previous declaration of equal status. "The Times" says: "One stage of development is thus completed, and the way is opened for the next, namely, active co-operation on terms of perfect oquality in a continuous effort to promote common prosperity. The Conference dare not fail. If it did it-would end all hope iof discovering a way out of the present distress.' Unless Ottawa succeeds the projected world conferonce is foredoomed to failure." '
