NANKING NOTE TO LEAGUE
SEDITIOUS INSTITUTION
SHANGHAI, 18th November.
Nanking has issued the text of a{ message to the Leaguo of Nations ou the subject of the reported intention oi. Japan to elevate the ex-Emperor to the; Manchurian throne, declaring that tha] Chinese Government will not recognise any illegitimate institution established^ in subversion of China's administrative integrity at those places in. the northeastern provinces at present occupied by Japanese troops. In the event of such establishment^ it would be regarded as a seditious institution and an auxiliary to the Japanese Government in disguise, while all its acts would be repudiated.
