JAPAN TO SEND EXPEDITION

KOBE, 18th November. General Ma Chang-shan has begun an attack on the Japanese to the north, of the Nonni Eiver. Cavalry and artillery are actively engaged. It is report* ed that General Ma Chang-shan has bought over General Chang, who was friendly toward Japan, and who previously declared in favour of an independent Manchurian Government. Hitherto the Japanese troops for Manchuria nominally have been replacements, but to-day the Cabinet Council decided to dispatch an expeditionary force.
