HOOVER BLAMED
(Received 13th July, 1- p.m.) PARIS, 12th July. Germany's financial crisis, is being watched with critical eyes. The French viewpoint has been in no way softened by Berlin's panic cries. "Lo' Tomps" says that neither the world nor Fronch opinion will sanction further French sacrifices without the assurance that Europe can work in future with Germany in conditions of pence and security. The "Journal dcs Dcbats," in an editorial, which has caused something of a sensation, says that Germany shook European confidence by announcing tho imminence of a • crash,, and President Hoover completely killed confidence by sabotaging tho Young Plan, enabling Americans to' withdraw enormous sums from Germany. "President Hoover is therefore primarily responsible for tho" situation, and all the wealth, and power of the United States will not prevent us saying this." -■ ■
