FRANCE OUT FOR BIGGEST

(Received 7th March, 10 a.m.) LONDON; 6th March. The Experts Committee continued the discussion on submarines eliciting interesting viewpoints. Britain and America arc willing to accept as a basis of discussion the maximum figure suggested at Genova, namely> ISOO tons. Italy has agreed to this, but Japan demanded 2000. Franco would accept a figure agreeable to the other Powers if she is permitted to retain a certain number up to 3000 tons. Britain and America would compromise ori 2000 tons provided there was only one class of submarines, none of which exceeded that figure. Italy also urged the limit to a single class. It is pointed out that the French proposal favouring some 3000 tons undersea craft would create a new category capable of being numbered individually like cruisers and providing super-submarines apart from the smaller ones included in global tonnage.
