The annual report of the Secretary of Commerce, Mr. H. C. Hoover, pictures tho fiscal year just ending as unsurpassed in the history of the United States in respect of the volume of production, consumption, physical quantity of exports and imports, and wages rates. The report declares that there is practically no unemployment in the country, which is able to maintain the highest standard of living it has known. Mr. Hoover states that tho financial improvement in Europe is almost general, and that France'« difficulty in solving the problem of currency is one of tho most unsatisfactory spots in international finance. Manufacturers showed a gain of 7 per cent, throughout the manufacturing industry. There is little change in shipping conditions, though the idle tonnage in the United States and the world as a wholo fell off one-tenth.
