The Pan-Asian Congress continued ts anti-Western discussion, adopting a series of resolutions to establish a PanA.sian bank, a university, and an indngtrial corporation; to build a. trans-Asian railroad; to design a Pan-Asian, flag, md invent a new language for the lommon Pan-Asian use. The congress defeated a motion to adopt Esperanto an the grounds that this was a white man's language. Chinese persistence in pressing a resolution demanding the complete abolition of the Twenty-one- Demands angered Japanese members of the Diet and three out of four delegates resigned. The Filipino delegates did not present their independence resolution, saying that the congress was practically Chinese and Japanese, and an academic discussion would not be helpful to the Philippine cause. The Twenty-one Demands were imposed by Japan, on China at the close of the war, and caused great indignation in China.
