CAILLAUX'S ATTITUDE
HOSTILITY TO PAINLEVE.

M. Caillauji is making no secret of his hostility to M. Painleve. It is expected that underground warfare, between M. Caillaux and a prominent French banker and others will now come to the surface. It is even asserted that M. Gaillaux told M. Piiiuleve that ho would wreck any new Ministry ho succeeded in creating. It is stated that part of M. Caillaux's programme was an inheritance tax averaging 30 p?r cent, of the value of estates falling to heirs and successors, but he was willing to jjive testators the right to pay upon their capital during their lifetime, and to transfer tho estates to their heirs at death, without further diminution. .
Tho "Times" says it was perhaps faulty tactics on M. Caillaux's part continually to postpone the announcement of his complete plans for financial reform.
