HER.RIOT DECLINES THE HONOUR. PARIS, 27th' Octobr. ' During the morning M. Painlcvo nad a lengthy conference with M. Herriot, who as President of the Chamber and Cabinet Council, expressed tho opinion that tho collcitivo resignation oE the Ministry would be the best course. M. Painlevo thereupon suggested that 'M. Herriot should-take the Prime Ministership. The latter replied : "My Ministry fell owing to currency inflation, which then was absolutely necessary. Tho position now is the same, and the new Ministry's first task must be to ask Parliament to sanction '-he inflation. Therefora I cannot consider the Premiership."
