SYDNEY, This Day.

As a result of the proposal of the Salvation Army to establish an institution where feeble-minded law-breakers can be treated, reports from visiting surgeons of the prisons have been obtained. All these reports indicate that prisoners, as a class, are not degenerates or defectives, but are smart and alert, and are not lacking in ordinary intelligence.

One surgeon sajfc : "Alter ten years' experience,. I can sayJhat I have never come across one prisoner who "would have benefited by the special treatment suggested."
