ELECTED ON THIRTEENTH BALLOT

BOMB, 6th February. Cardinal Ratti was elected od thtf thirteenth ballot, receiving 38 votes. The new Pope, breaking all precedent, instead of blessing the huge crowd from a balcony in a side street, did so from .a balcony overlooking the Square. He bless. Ed the people three times. The1 Italian troops presented arms. Cardinal'Ratti recently occupied the position of Ecclesiastical Commissioner in the Upper Silesian plebiscite, at the unanimous request of Germany, Poland, and the Inter-Allied Commission. He obtained his Cardinal's hat at last yea-r's Consistory.
