AMERICAN CARDINAL'S GRIEVANCE.

ROME, 6th February. Cardinal O'Connell arrived by a special train just too late to take part in the election. He is expected to repeat his strongly-expressed regret in 1914 that the existing rules do not allow Transatlantic cardinals to vote at the Papal election. This time he may make a formal plea for a change in the Papal constitution.
