FIRM AGAINST THE SCAPA
PENALTIES.
PARIS, 16th December
The German reply yields all the points of tfie Protocol except the Scapa penalties. The reply says that the German Admiralty's letter referred to instructions sent to the German delegates at Paris, and was not sent to Admiral yon Reuter. . The reply reiterates the suggestion to -refer the matter to the Hague Tribunal, (PUBLISHED IN THE TIMES.) (Received December 18, 1 p.m.) PARIS, 16th .December. The. Supreme Council is generally satisfied with the terms of Germany's reply.
