WASHINGTON, 26th April. Mr. D. R. Francis, the American Ambassador in Russia, reports that all the Russians need to defeat Germany is a plentiful supply of finances, munitions, and railway equipment- Ho has been pained and provoked by the suggestions of a separate peace, which were unfounded; but the submarines have reduced the amount of ammunition received from Britain, and the supply from Japan is inadequate. The only danger is. that revolutionary elements might quarrel before strong Central authority is' established. -
