" Speaking of my own Departments, jjand and Agriculture," said Mr. Massey, " the heads of the Land Department havo complained to me that on account of so many of our surveyors going to the war they are not able to push on with the ordinary surveying operations in the case of land for settlement purposes as would otherwise be the case. " We have to be careful — while "we are anxious that every officer who feels inclined to go to fight should get tho opportunity — that the business of the country is carried on and interfered with 'as little as possible."
