SIR ANTONY MACDONNELL RESIGNS. LONDON, 31st January. The Irish Times, Unionist and principal paper published in .Dublin, asserts that Sir Antony P. Maedonncll, Undersecretary to the- Lord-Lieutenant of Ireland, has tendered his resignation. The reason for this step, it is stated, is that Sir Antony wished to resort to bterner, measures in dealing with offences against law and order in the disaffected distiicts where cattle-driv-ing has been going on, and that Mr. Birrell, Chief Secretary, would nob sanction such a course of action. '
