On the motion of the Earl of Rosebery, in the House of Lords, a Select Committee has been appointed to consider and report upon the suggestions which have from time to time been made for increasing the efficiency of the House of Lords in matters of legislation The committee is the same as that appointed last year, except that Lord Qurzon Teplaces Loid Clonbrock. The committee was appointed last* year at the instance of Lord Cawdor, lifter a Bill introduced by Lord Newton' for reform of the Upper House had passed its second reading. The Government declined to be represented on the committee, tho Premier preferring to proceed by resolution in the House of Commons Lord Eotebery, speaking at Glasgow in September, said the Peers recognised the need of adapting themselves to new conditions, and would at once proceed to put their house in order without pressure or menace.
