Prince Radziwill, Cardinal Kopp, and other Polish magnates in the Upper Houso of tho Diet have warned Prince yon Bulow, the Imperial Chancellor, of th: 1 danger under the Posen Appropriation Bill of infringing the- rights of property, and exciting mistrust and disaffection. Prince yon Bulow replied that the existence of a Prussian. State was a menace ; it was impossible to allow the growth of a State within a State. The grave emergency demanded exceptional legislation. The Bill was referred to a committee.
