Morky (Secretary of State for India) «ha» intimated his assent to a tegular decrease in China's import of Indian opium, provided China pr,ovos that she is correspondingly reducing the production of the native drug; furthermore, that Great Britain assents to an increase in the Custom* and likin duties, and tho placing of foreign opium on an equality with native as legards taxation
