INSTIGATORS OF THE OUTRAGE. ST. PETERSBURG, 22nd June. M. Shchepkin, one of the oommiesionera appointed by the Duma to enquire into the recent massacre of Jews at Bielostok, obtained evidenoe that minor police officials instigated and organised the affair, while the < higher officials and the military observed a "benevolent neutrality." The massacre was discussed by the Duma, and the proceedings became turbulent. M. Stolypin attempted to defend the arbitrary actions of the officials, but the members refused to tolerate his remarks, and hissed him and Prince Urusoff. M. Pate, Under-Secrebary for the Interior, in a remarkable speech, declared that while occult influences remained in virtual control of the Government, no Ministry, nob even one appointed by the Duma, would be able to restore order, and the distribution of propaganda advocating massacre would continue, M. Stolypin attempted to reply to his critics, but aroused such angry demonstrations that tlhe sitting was suspended. WOMEN'S APPEAL. (Received June 23, 7.35 a.m.) NEW YORK, 22nd June. Tho women of Georgia have appealed to the women of all free countries to raise their voices against tttie Cossacks outraging the honour of the Jewish women in Russia. They declare that girls ten years of age died after violation.
