STRENGTH OF THE FLEETS. Below we prinC a list of the vessels which, so far as we have been able to ascertain, comprise the Baltic Fleet. Nothing definite has transpired as to the vessels which actually left St. Petersburg, and it is possible that some of those in our list may not have been re.idy for sea when the fleet dejiarted. As to the ltianning of these vessels, the Russian ccnespondents of The Times said recently :—": — " While there appears to be no serious shortage of naval commandeis, deck officers, and minor deck ratings m ith moderate practical training for the newer Russian war vessels in hand, completing, or running various trials, there is a perceptible dearth of engineer officers and engine-room artificers of sound practical experience. Especial difficulty is experienced by the Russian Admiralty Department in securing well-trained chief and second engineers. . . . Consequently the Russian Admiralty Department has been driven in muiy cases to appoint to the engineruoms of the newer vessels comparatively young men, who h4ve little practi^ col experience of the engjnes and boilers of up-to-date naval craft. The engineer difficulty is, indeed, so pressing that many engineers have been taken over by the Russian Naval Department from private and subsidised Russian steamship companies. Few, if any,! df these engineers have ever been in charge of a marine engine worked by steam from a Belleville boiler.
