PBOMISE OF COLONIAL INSTEAD OF PROVINCIAL SCALES. [BY TKLEGBAPn— PttESS ASSOCIATION..} TIMARU, 2nd January. The Council of the Educational Institute held its annual meeting here to-day. Tho Minister for Education attended and gave an address, tho chief point being a promise to introduce a Bill to providi for a colonial scale of staffs and of salaries. For this a special resolution of thanks was passed to the Minister. Mr. 'Walker further promised to submit the proposal to the Institute, the Boards, and others concerned before Parliament meets. With regard to the complaints that the syllabus was overloaded, he recommended waiting a year at least before attempting to alter it, in order to see the effect of the new regulation re freedom of classification. This seemed to be generally approved. The President, Mr. J. A. Johnson, M.A., of Timaru, gave an interesting address on the need for better provision for training pupil teachers, urging the establishment of at least one training college, and suggesting that Victoria College, Wellington, should make Pedagogy it? speciality. The Council affirmed the W&6, for better provision being made for training teachers; protested against the practice, of some Bqards of dismissing certificated pupi} tachers and taking on new candidates 1 affirmed thje principle thai} number of pupil teachers should not exceed one to five certificated teachers ; declined by 19 to 15 to approve a system of bpnuses for length of service.
