At the same time he thinks he has, perhaps, been a little too liberal on one or two pomt 1 ?. It is understood that when the report of the Conference cornea before the Council it will be very adversely criticised by a number of members who were opposed to holding a Conference, and also by inoro than one representative at the Conference. There is little doubt, however, that the report will be adopted. It now turns out that an agreement that the new taxation shall come into foroo at the beginning of next year was arrived at by the Conference, bnt it was not considered necessary to embody it in the report.
