Paris, 27th April. Tho Ropublique Franoaiso states that Russia must not imagine she can lead France anywhere, and complains of Franco losing the chance of an excellent position in Japan. St. Petersburg, 28th April. Tho Supreme Military Council mcots daily to decide on tho measures to be taken in the event of the Japanese Government refusing to accept Russia's demand regarding tho terms of peace with China.
