The two Houses of the Imperial Parliament—the Bunde-rath and the Keichstasf— were opened to-day. 'Ihe speech from the Throne was read by Prince Bismarck, in the absence of the b.mperor. ti'u Majosty'B Address stated that th« peace of the Empire was sur*-r now than it had been at any time during the last decade. It announced that the present economic fiscal policy of the country -would be firmly adhered to, and concluded by stating that a scheme of iasurauce for workmen would be instituted, with a view to improve th« latter's welfare, and counteract the growth of Socialism in the Empire.
