CLYDE TOWN COUNCIL.

The usual Monthly Meeting of the Council was held in the Ooupcil Chambers on Wednesday evening last the 6th instant. Present. Naylor, Esq., Mayor, and Councillors Welsford, Joss, Bastie, Auckland and Cox, , The minutes of the previous advertisement were read and confirmed. The outward and inward correspondence ■as follows were read, received and adopted. —To bis Honor, James Macandrew, Superintendent, re attendance tof Mayor at Conference. To the Manager of Bank of New South Wales, asking the Bank to hold debentures ‘of bridge for a farther six months. To Messrs Gillies. Street and Hislop, ■ asking if they can dispose of Bridge Debentures, tor raise, a loan of LSOOO on-security of Bridge Debentures. 'To Town Clerk of Lawrence, and to Minister tot Public Works re opening of Lawrence Railway, To Mr Holt, giving permission to turn water into water channel in South Ward. To Mr. Fergus, late District Engineer, to the effect that the Council do not recognise any liability for inspection of bridge during construction, Mr Fergus having done his work as a Government Officer. Prom Manager of the Bank of New South Wales that the Bank is unable to comply with the request of Council to extend the time of holding over debentures. From Messrs Gillies, Street and Hislop, that in the present state of the money market, they can hold out no inducement of being able to dispose of debentures or negociate a loan. From Mr Tyrrell, complaining of permission given to Mr Holt to divert water from his property. From the Secretary of the Dunstan District Hospital, that the account from the Council for water supply, was passed for payment, and asking the Council for donation. Prom the Clerk of theR.M. Court, Clyde, that he was not aware ot the Bye Laws under which the Council claimed any fines or penalties inflicted in the R M. Court. The Town Cleik was instructed to supply the Clerk of the R. M. Court with a copy of the Bye Laws. The Town Clerk was instructed to inform Mr Tyrrell that the Council had not authorised Ml- Holt to divert the water, and that he must seek redress from Mr Holt. A long, animated aad somewhat acrimonious discussion ensued over letter from the Secretary of the Dunstan District Hospital, some members asserting that the Council being in debt, they did not feel justified in making a donation, ultimately it was resolved that the Council give L6los as a donation to the Hospital. The Mayor now read circular letters from the Colonial Secretary re the powers and duties of the Council under the Rating and other Acts passed during the last Session; he said, under them, the rate for the current period could not be for longer than the 31st March, and that under the Acts referred to, it would be necessary to have a fresh assessment so as to strike a rate from after the 31st March next. A discussion now ensued on the ways and means of the Council. Councillor Welsford said from what he could see taking into consideration the liabilities of the Council in the shape of outstanding liabilities and the interest accruing on the debt of the Bridge, and reckoning the takings of the Bridge for the year to be at the rata of L 5 per week, that with a rate of Is in the L only there would be a deficiency of Ll5O for the year. The Town Clerk said the average earnings of the Bridge from the opening to date had been L 5 12s per week. Councillor Hastie—There could be no doubt in the mind of any one that when the road now in course of construction from Butcher’s Gully was made, and the railway to Tuapeka was opened, that the revenue would be doubled, he therefore thought a shilling Tate was ample, ■: ■ - The Mayor thought it was no good to cripple the Council by levying a rate that would, beyond tho , ordinary , expenditure, leave too balance for public works, he did not think a shilling rate sufficient. Proposed by Or Auckland, seconded by Ct Hastie—That a rate of one shilling in the £ be struck. As an amendment : Proposed by Cf Joss, seconded by Cr OoX —That the rate be la 6d in the £. Tho amendment was declared carrier!. The standing orders were suspended, atod the Council formed itself into a Finance Committee, and passed accounts amounting to L 55 Os 6d. Tho Town Clerk said there Was L 42 cash in band, L 33 rates due, (this sum was irrespective of tho amount due by absentees) and some LGO due for rents, etc. He was instructed to make out all accounts‘and present same for payment by the beginning of the year. Messrs Cambridge and M'Connochie were appointed valuators under tbo Rating Act,
