The Moniteur publishes M. Magne's report on the financial condition of France. It showed that on the Ist of December the floating debt amounted to 936 millions of francs. The budget of last year showed a deficit of twenty-six millions of francs compared with the estimates of the previous year. 189 millions of francs are necessary to cover the outlay for the year. Notwithstanding the friendly feeling said to have recently grown up between the Governments of France and Prussia, there are indications that old jealousies are not wholly removed. The St. Petersburg journal announces that, while Russia claims no preponderance of power for herself, afce will not suffer the arrogaucy of it by any other State. At the same time news comes from St. Petersburg that all the other journals speak in favour of the maintenance of peace. The Fremderiblatt, of Vienna, asserts that a Bulgarian insurrection, organised by Russia, will break out in a short time. The Russia-Bulgarian committee, it says, is openly working, and its sub commit* tees are actively engaged iv stimulating the people to revolt. Arms are provided, ready for distribution. The leaders are prepared, and are only waiting the signal to take their places. At a banquet at Prague to the new Austrian Ministers, there was a manifestation on the part of the Czech portion of the inhabitants. The German theatre and other public buildings were attacked with stones, and the windows were broken. Four infantry battalions and a regiment of cavalry were called to preserve the peace. Several citizens were wounded. Ten French newspapers have been condemned to a fine of a thousand francs each for illegally publishing the recent debates in Parliament. The prosecutions against the other seven were abandoned. Active preparations for war were going on throughout France. Much jealousy and uneasiness prevail regarding the Abyssinian expedition. A new conspiracy has been discovered in the Pontifical army.
