A bill lias passed the House of Kepresentatiyes declaring that no recognised civil government exists in the States lately in rebellion ; transferring all powers of removal and appointments in those State 3 under the Reconstruction Act from the President to the general commanding the army ; and making it a high misdemeanour for the President to employ the army and navy to enforce the authority of the present civil governments in the rebellious States. On the 14th January Stanton resumed possession of the War Department. General Grant voluntarily surrendered the keys, on the receipt of the resolutions of the Senate, not concurring in the suspension of Mr. Stanton. General Grant notified to President Johnson that his f unctiens as Secretary of War ad interim would cea?e the moment he received notice of the action of the Senate. It is repotted that President Johnson hai announced that he will issue all military orders through General Grant, instead of Secretary Stanton. Generals Grant and Sherman have bad a long interview with President Johnson, and it is said that they have been urging Mr. Stanton to resign. Congress has passed a new bill repealing the internal tar on cotton, and admitting foreign cotton • duty free. A frightful railway accident has occurred near Buffalo. Fifty passengers were thrown down an embankment. The carnages at the same time took fire, and all the passengers but two perished. The latest advices from New York, per - the,. Atlantic cable, state that Mr. -Thornton had been presented co President Johnson by Mr. Seward, and had met with a most cordial reception. Gold, 140 sterling. Exchange on London, 109|.
