Reticence Over New Agreement VIEW IN ANKARA

The. Turko-Bulgariai) agreement, which binds an ally of Britain with a State dominated' by Germany, is the season’s greatest diplomatic mystery. The signatories appear to be embarrassed by the interest shown in their declaration, and both M. Saracoglu and M. Popoif used the word modest in describing the scope of the declaration. In Sofia, it is again emphasized that it does not amount to a pact as the Germany news agency claimed. Political circles in Ankara declared that the chief significance of the move is that Bulgaria binds herself not to attack Turkey or Greece; that is to say, she will not march with the Germans. The question of Bulgaria’s attitude to the German desire to march across Bulgaria to Greece is outside the scope of the declaration, but it is believed that Bulgaria will do her utmost to restrain Germany. 'rhe Turks arc noncommittal about the possibility ol a further development in relations with Bulgaria in the direction of a defensive pact.
