Proposed Prohibition At Night A prohibition on the use of .motor horns in built-up areas, except incases of emergency, between the hours of 11 pan. and 7 ajn., is provided for in regulations which are to be brought before Cabinet soon. Making this statemenit yesterday, the Minister of Transport, Mr. Semple, said that the purpose of the prohibition was to minimize accident risks by encouraging motorists to drive by sight rather than by sound. “This new measure," said the Minister, “follows representations by the North apd South Island Motor Unions and a recommendation from the Bond Safetv Council. At present .certain drivers, instead of keeping careful watch and driving in such a manner as to avoid any risk of collision, rely on an indiscriminate use of the horn to keep other road-users from their path. It is with the object of preventing this abuse, with its obvious dangers. that the proposed new regulation is being designed. The permissible use of a horn in an emergency will apply whenever another road-user has committed an offence likely to endanger the-driver.

“Even in hours of daylight,” said the Minister, “the excessive use of horns is to be discouraged. If used unnecessarily, they are invariably confusing and’ frequently dangerous.”
