TO ATTEND SECURITY COMMISSION (Rec. February 13, 7.35 p.m.) London, February 12. • The Paris correspondent of the “Daily Express” reports that the Soviet observer to attend the League Commission on Security is M. Boris, one of the. ablest permanent secretaries at the Moscow Foreign Office. It is probable that Al. Stein will seek a meeting with Sir Artsten Chamberlain, the success or otherwise of which will depend on whether M. Litvinoff goes to Geneva to take up negotiations with a view to the resumption 'of relations.
