The whole power of the country is still entirely based on the soldiers. The theoretical standing army of Haiti is .10.000 men, of whom perhaps thero are 10,000 under tho colours. According to Hip Constitution of tho country ranscriplion is in force, and every ablebodied man niu=-t serve- for a certain period in tho national army.
