After a riot to-day, in which h'vo persons were killed and' many injured, President Simon, whose power is plainly broken, decided that he would leave the city to the revolutionaries. Tho President's family is already on board his private yacht. THE CURSE OF HAITI. The eur<e of Haiti from tho day she established her independenco in ISOI to the present time is the tyrannical and wasteful Government of the military party. Scarcely a President in the history of Haiti, writes Sir Henry Johnston, has not been a. military man, and the favourite leader, for the timo being, of the major portion of the army. It soems impossible for a really civilian Government of Haiti to come in(o existence. President Antoine Simon is ilo.seribod as a man of obviously kindly nature, with a record of 22 years' essentially clement government of the great southern province of Haiti; but he is nn old man of imperfect education, aud has done nothing Id improve the conditions Of political elootions. The whole power of the country is still entirely based on the soldiers. The theoretical standing army of Haiti is .10.000 men, of whom perhaps thero are 10,000 under tho colours. According to Hip Constitution of tho country ranscriplion is in force, and every ablebodied man niu=-t serve- for a certain period in tho national army.
