In Iho Chamber of Deputies in May a molion by tho Albanian deputies for the immediate appointment of a commission of inquiry was rejected, and the Chamber supported the Government's proposal to appoint a commission when the country shall have been pacified. But a section of the Cabinet was said to favour pacification by concession, accompanied by punishment of thn ringleaders, while their opponents held that any granting of con* cessions to tho Albanians would excite the jealousy of other nationalities, and that tho complete suppression of the revolt by foflce was necessary for the maintenance of the prestige, of the Government. There were, in fact, only two lines of policy open to the Young Turks: they might insist on working for their ideal of an Ottoman nation—an ideal which, in practice, it appeared meant tho complete absorption of tho other races by the Turks; or, frankly admitting the heterogeneous racial composition of the Empire, they might strive to build .up a State based upon the co-operation of national units, retaining the.semi-autonomy they have enjoyed for centuries. Both policies 'says the "'Westminster Gazette") are difficult of achievement, but the difficulty of the former one should rather cull impossibility.
