« MALISSORI CALLI4> ON TO SURRENDER. By TeleEraph—Press Association-CopyriEbt (Rec. August 1, 11 p.m.) Constantinople, August 1. The Porto has instructed the Turkish Minister at Cctinje, Montenegro, to summon tho Malissori to surrender before Thursday next. AN ILL-MADE BOUNDARY. The Albanian insurgents consist of four Roman Catholic tribes —the Klementi, Hotti, Grudi, and Kastrati—comprised under the collective name of Maussori, and situated along the ill-defined and carelessly-drawn Turco-Montenegrin frontier, which resulted from tho interna-, tional arrangements of 1878-80. That delimitation was made in'stick a manlier that men of the same family and of the same rights in pasture land wero placed ou opposite sides of this most "unscientific" frontier, so that the Albanian subjects of King Nicholas naturally sympathise with, and can hardly be expected not to assist, their relatives and co-par-ceners when they see the latter attacked. Since tho Berlin Treaty and tho subsequent arrangements Montenegro has had a considerable number of Albanian inhabitants; Montenegrin commerce is largely in their hands; and the King himself, all-powerful as he is with his old Orthodox Montenegrins, can with difii-1 culty restrain his Roman Catholic Arnauts. Blood everywhere, and not least in the Near East, is thicker than the oil of annointmont, and even autocracy cannot prevail over family ties. Moreover, this poor little kingdom has had, liko Greece 11 years ago, the burden of numerous refugees to support.
