The eecoud crucial division, and the chief one,-took placo over the clauso conferring on the Government tho powers under which it has issued the regulations now under discussion. The opening shot was fired by Mr. J. P. Luke, who moved tho vital amendment that tho clause, should apply only to privately-owned tramways. Mr. M'Laren was the only Wellington member who voted with the Government on this occasion.
