London, Juno 13. , Tho Secretary of State for War (Mr. Haldane), speaking in the House of Commons, said he greatly regretted tnat Field-Marshal Lord Kitchener md not ilesiro to assume his appointment in the Mediterranean. The appointment, even in Lord Kitchener's hands, would have been subject to certain modifications and additions. Mr. Haldane added: "Tho duties of inspecting the forces overseas, except in India, will bo attached to the post, and it will be unnecessary to retain the title 'High Commissioner of the Mediterranean.' " The name of the holder of the post will be- announced shortly.
