King-Albert of Belgium, in opening the Colonial Exhibition at Brussels, foreshadowed reforms with regard to the Congo regime, which, ho said,' would be worthy of Belgium. Hβ condemned Lhe extreme exploitation of the Congo, nud favoured colonisation according to customs sanctioned by Christian morals. His Majesty urged the need for the extension of the railways throughout the Congo.
