THE DANGER OF CASUAL EMPLOYMENT. SPEECH BY MR. BURNS. HIS POLICY OF MITIGATION. (BY TELEGRAPH—I-EE,S3 ASSOCIATION—COPIMGUT.) (Roc. October 26, 10.35 p.m.) London, Octobor 26. Mr. John Burns, President of tho Board of Trade, speaking at Molosey, emphasised tho fact that his Department during tho last three years had urged tho municipalities to adapt tho execution of their works to times of slackness. Ho eulogised their ready response. > Mr. Burns contended that relief works on a great recurring scale, stereotyping the ovils of casual employment, acted as an incentive to the thriftless and as a bonus to blacklegs. Ho saw no reason why, with co-ordination and proper distribution of work, unemployment should, as far as State and municipal workers are concerned, exceed 2 or 3 per cent. LABOUR'S RIGHT-TO-WORK THEORY. CENSURE MOTION. London, October 25. Mr. Koir Hardie's proposed motion of censure on the Government, in connection with tho unemployed, is due to tho exclusion of tho right-to-work theory from the motion to bo tabled by the Government.
