Tho Govornor-Goneral (Lord Dudley) oponed tho Federal Parliament to-day. The Governor-General's spcech conveyed Canada's acknowledgment of Australia's greeting in connection with the Quebec Tercentenary celebrations, which Lord Dudley personally attended. The speech intimated that measures defining tho seat of government of the Commonwealth, and providing for Fedoral defence, would be the first business taken. When they were sufficiently advanced, an amendment to the Constitution would be submitted dealing with the new protection law, which had been rendered nugatory by tho recent decision of the High Court. An important proposal affecting the financial future of the Commonwealth would also be submitted. LABOUR'S DEMAND. PROTECTION FOR CONSUMER AND WORKER. Melbourne, September 16. As a result of the recent decision of the High Court declaring unconstitutional tho Now Protection,' the Federal Labour party has resolved that steps should bo taken to amend tho Constitution so as to empower tho Commonwealth Parliament to give as offectivo protection to tho workers and consumers as to the manufacturers.
