EXTENSION OF ITS SCOPE, (ny TELEGitAPn—pbess association-corrauaT.) (Rcc. September 17, 0.15 a.m.) London, September 16. The report of the Joint Select Committee of tho House of Lords and the Houso of Commons recommends that tho Lotteries Act should bo made applicable to printing and circulating lottery circulars and advori tisements. It should also make illegal any entrance feos or tho sale of coupons for 'prize competitions in newspapers or periodicals.
