THE GERMAN ARMY MANOEUVRES IN ALSACE-LORRAINE. AN UNINVITED FRENCHMAN. (bT TEti'iGßArH—ritESS ASSOCIATION— COI'tiIGHT.) (Rec. September 10, 0.40 a.m.) London, September 9. The "Daily Chronicle" states that M. Adigard, a Republican member of tho French Chamber of Deputies, who was unofficially following the Germany army manoeuvres, was unable, when called on, to produce his authorisation to attend. Ho i was arrested by the German military authorities, and was expelled from AlsaceLorraine.
