THE BILL THROUGH THE LORDS. PRIVATE CHAPELS. PERMISSIVE CLAUSE REINSERTED. (m TELEGEATH—PRESS ASSOCIATION —COPTEIGHT.) (Rec. July 31, 11.50 p.m.) London, July 31. In tho House of Lords-tho Irish Universities Bill was road a third timo. Lord Killanin moved an amendment to reinsert tho clauso giving permission to privately erect a chapcl within tho precincts of a university or collego. Lord Lansdowno (Leader of thi Unionists) seconded the amendment, which was carried by 32 votes to 31. The Government was reminded that tho measure was purely denominational. MR. BIRRELL'S ATTITUDE. Lord Killanin is a Conservative and a Roman Catholic. His father, Lord Morris, a. witty and learned Irish Judge, was created Lord Killanin on his retirement from the Bench in 1900, and died in 1901. The present Lord .Killanin'was at that timo a Conservative member of the House of Commons for Galway city—the ■ first sent wrested since 1885 from the Nationalists in Conuaught—and when he wont to tho House of Lords the Nationalists recovered- the soat. Lord Killanin is a member of the Senate of the Royal University of Ireland, and a. Commissioner of National Education i't Trela•;>! T.'ie provision which, with the assistance of his party Chief, Lord Landsdowrie,' ho has succeeded —by one vote—in reinserting in the Bill, was dropped in the House of Commons by Mr. Birrell (Secietary for Ireland) in deference to the Nonconformists. It was cabled at tlie time that Mr. Birrell "airreed to omit l'roiri the- Bill n ■concession which allowed the erectioli,'from, private funds, of chapels within 'he precincts nf tho constituent colleges. Mr. John! Redmond, Leader of tho Nationalists, expressed deep grpt at Mr. Birrell's withdrawal of this coi cession."
