FREE MEALS AT SCHOOLS. (»Y TELEGRAPH—PRESS ASSOCIATION—COPrRIaET.) (Rec. July . 24, 10.28 p.m.) . i London, July 24. Tho Labour party will introduce in tho House of Commons during the autumn session a Bill to provide that it shall bo compulsory (instead of optional, as now) on education authorities to supply meals to necessitous school children. THE PRESENT ACT. The main features of the present law are. Education authorities may now, if.thoy think fit, provide free meals for the children attending their elementary schools. They are not compelled to do so. The Act of 190G provides that they may do such work by association with a committoe on which they are represented. 1 The parents are to be compelled to pay tho cost of tho meals unless the authority is satisfied that the parents are unablo to pay; other wise, the amount is recoverable as a civil debt. Education authorities, with: the. consent >of the Board of Education, may spend ont of tho rates for this purpose a sum not exceeding in the £. The receipt of such meals is noi to disfranchise the parents.' Teachers are not to' be compelled to assist in providing the meals. The Act does not apply to Scotland.
