BRITISH GARRISON. 'PREMIER BOTHA'S ADVICE. ATTITUDE OF THE ARMY COUNCIL. (HITBLEORAP2 —riIESS ASSOCIATION—COPXEIOHT.) (Rec. July 24, 9.55. p.m.) Capetown, July 24. General Botha, Premier of tlio Transvaal, states that lie strongly urged tho Imperial Government to retain a garrison in the Transvaal. Tho Army Council declined to retain, in South Africa moro troops than wero necessary for dofonsive purposes, because to keep a largo force in South Africa would dislocate the Army's organisation, and also cause extra expenso. Liberal newspapers' recently advised tho withdrawal of the South African garrison because South Africa is loyal, and to save money.
