Sir Reginald Talbot, who has resigned the Governorship of Victoria for .private reasons, was entertained at a valedictory banquet by tho Government. In the course of, a speech, Sir Reginald said ho viewed with some anxiety tho tendency to friction betwoen the Commonwealth and: tho' States, but ;was : bound to say thatit did' not altogether come from tho States. There, was a desire to encroach upon'the sovereignty ,of the States and . their independence. • v '
Ho belieyed it was absolutely, necessary for the welfare'of the States that they should have absolute control of their own affairs.
