The people of Tangier are inclined to proclaim Mulai Hafid Sultan. The authorities acting under the Sultan Abdul-Aziz have summoned nil his forces from outside to patrol the town, vrith tho objcct of preventing the proclamation of Mulai, Tho groatost oxcitement oxists in consequence of a rumour that tho French naval authorities intend to land a force to prevent an outbreak in the event of Mulai being proclaimed. TERMS FOR MULAI. DEBATE IN THE FRENCH CHAMBER. (Ree. June 21, 4.15 p.m.) Paris, June 20. The French Chamber, by a majority of 217, endorsed the Government's Moroccan policy, after M. Pichon, Minister for Foreign Affairs, had explainfcd that if Franco was eventually compelled to recogniso Mulai Hafid, ho must acknowledge Franco's rights, must adhere to the Algeciras compact, and must pay for damage dono. THE PRESENT POSITION. Tetnan (where Mulai Hafid was proclaimed Sultan a.yCOuple' of days ago) and Tangier are tho principal coastal towns of the North of Morocco, each having a population of about 25,000. Mulai Hafid is already established in tie interior centres—Fez, Mckinez, and Marakesh—so.it would appear that tho sphere of the Sultan Abdul-Aziz is rcduccd to tho towns of the Atlantic coast, Rabat (which with Sallee contains about 21,000 peoplo), Mogndor (19.000), and some others. On this coast are Casablanca (where the Ffench did most of their fighting), Mazagan, and Saffi; and if Mulai Hafid nolds the interior as strongly as he appears to do, it will be difficult for the S.ultan to defend so many dotachcd points on a long coast-line. The cause of Mulai, who is tho Sultan's half-brother, has made remarkable progress during the present year; and tho turn in the tide seems to have sot in with his proclamation as Sultan at Fez. >
