The National Council at Borne has invited the Federal Council to consider tho advisablencss of rovising tho constitution of Switzerland, with a view to giving the Swiss Confederation a Monopoly in corn and flour.

The Natioilal Council in Switzerland is the federal body which is chosen directly by popular vote (manhood .suffrage). Tho State Council, on the Cither hand, is elootod by ths! cantons. The Federal Council, which has boon invited by the National Council to consider this new step in nationalisation of food supply, is the executive authority; it consists of seven membors eleotcd by lli« Assembly (that is, by the State Council and the National Council).

The constitution of tho Swiss Confederation may bo revised either in the ordinary forms of federal- legislation, with compulsory referendum, or by direct popular vote, a majority both of the citizens voting and of tho cantons being required; and tho latter method may bo adopted on the demand (called tho popular initiative) of 50,000 citizens with tho right to vote.
