MR. SMITH'S VIEWS. BT TELEGRAM—PttESB ASSOCIATION—COPTJIIOHI London, June 19. The Duchess of Albany laid the foundation stone of a new institution erected by the Wesloyans of Portsmouth, at a cost of £18,000, which it has been decided to call, the Duchess of Albany's Sailors and Soldiers' Home.'
The Hon. G. J. Smith, M.L.C., of Now Zealand, in a speech on the occasion, said it was by participating in such functions that tho Royal Family had endeared themselves to the Empire. He recalled the visit of the Prince and Princess of Wales to Australasia, and declared that tho effect had been a quickening of loyalty.
